Idiom is : risk of

only B is meeting this criteria.

If D would have been,

(D) a risk as little as one chance in a million of causing

then which one is better B or D. ?

I think E is the best choice

Toxic sub. present a risk of cancer.

I think in that case both B and D would be correct. But B would be preferre because of its conciseness.
