Two triangles are similar. (From the acsiom that if the angles of the triangle equals to another one than they are similar).
Let the area of the smaller one be a and bigger one A. Then A=2*a
Similar triangles have following rule:
(Each side of triangle/each side of another triangle (respectively))^2=area of triangle/area of another triangle
In our case
(s/S)^2=a/A
s^2/S^2=a/2*a
S^2=2s^2
S=s*2^(1/2)
Answer is C
