Just substitute both points in th equation given. You get two equations.
Using those you can solve for k.

Equation1: Substitute a, b for X and Y in the equation given
a = 3b -7

Equation 2: Same here
a+ 3 = 3(b+K) -7

Subtract equation1 from equation2 you get k =1
