(A) Least digit is 4. In order to get the least value for 0.D1D2+0.D3D4, D1 or D3 should be 4. The least possible value for 0.D1D2+0.D3D4 = .46+.57 (or .47+.56) which is greater than 1.
Sufficient
(B)for 0.D1D2 x 0.D3D4 > 1/2, The least of D1 or D3 MUST be greater than 5 as .5*1 = 1/2. Say D1 = 5 and D3 can be anything greater than 5. So the 0.D1D2+0.D3D4 > 1. Sufficient
