The answer is C

I do not understand why the answer is not D Can someone please explain why?

Consider the first part of inequality

0 < 1 - c/d ==> c/d <1

Consider the second part of inequality

1 - c/d <1 ==> -c/d < 0 ==> c>0

So ans C
