Is this permutation of nCk?

I dont think this is a permutation or combination question.

There are 12 songs in total
each song is repeated 4 times.

total number of songs including repetitions = 12*4 = 48

every person has to select 2 different songs from 48 since repetitions are included.

48/2 = 24 students.

I second chases' thought... its not a P&C question.. the way he solved is the only way to do it...
