This answers the question. If majority of the Americans are willing to give up travel then the stem cannot be established "Such a requirement would allow the government to restrict their movements and activities in the manner of totalitarian regimes".

Americans should resist all government regulation of their lives. - extreme.

Really appreciate your efforts to initiate engaging discussions. may be you should think twice before suggesting google search to people who post questions which have already been discussed. they might be guided by the same objectives as you are.
