Notice that, if we already know statement (2), then statement (1) does not add any extra information.
So, beginning with (2) we can see that we could have two sets of conflicting values:
(2)
a) v=4 and x=10 --> |v-x| is less than 8
b) v=4 and x=-10 --> |v-x| is greater than 8
Statement (2) is insufficient

Since statement (1) provides no additional info, it is also insufficient and the answer must be E

IMO E.

stmt 1 insuff. nothing about v,x

stmt2
v= 4,-4
x=10,-10
|v-x| = 6 or 14

combining them together does not give anything new.
