In the 1980's the rate of increase of the minority population of the United States was nearly twice as fast as the 1970's.
(A) twice as fast as
(B) twice as fast as it was in
(C) twice what it was in
(D) two times faster than that of
(E) two times greater than

This is how I go about it.
A is clearly wrong comparison.
D - faster is reduntant as we are talking about "rate of increase" and not the rate alone.
E - wrong comparison with 1970..rate is not compared here.

This leaves us with B and C.
In B, rateX ..as fast as..rateY seems wrong ( not sure)..my pick is C.
I am on a break !!

greater is used with actual numbers, the sentence means to say - the rate of increase is twice to that of 1970, faster than/fast is incorrect comparison here in context of rate. Only C remains.

B) -- Double possessive : in 1970's
C) -- same as B
D) Same as B , that of 1970's
E) greater is not correct here
