Proponents of artificial intelligence say they will be able to make computers that can understand english and other languages , recognize objects and reason as an expert does-computers that will be used to diagnose equipment breakdowns, deciding whether to authorize a loan, or other purposes such as these.

The skeleton of the sentence:

They will make a computer that, like an expert, can understand X, recognize Y, and reason Z-computers blah blah.

"As an expert does" could be correct if the sentence were like this:

=> A computer understands X, Y, and Z as an expert does.

Here, Does = understands X, Y, and Z.

Main thing:

Computer has been compared with an expert.

-> To compare NOUNS we need to use LIKE, not as.

Answer is C.

My first split was to have whether and not i.e Whether or not or whether not. So my choice was D.

In answer C, whether to authorize a loan sounds incomplete...?!?!

Best choice among the bunch is C, rest violate ||ism or Such as or whether usage.

A) Incorrect - deciding whether .... other purposes is incorrect. It uses FANBOYS (For, OR,NOR,BUT,OR,YET and SO) OR which is used as comma OR. This is only correct if there are two independent clauses. Use of As is unidiomatic.

B) Incorrect - As an expert... is unidiomatic. Use of Which is incorrect. Which should refer to a noun immediately preceding it. Which is ONLY used for things or animals, It should never be used to refer people (Here it is expert). There is NO paralleism error in this statement."" such as diagnosing equipment breakdowns or deciding......" is correct usage

D)INCORRCT - purposes like the diagnosis , the use of LIKE is incorrect, LIKE is used to compare people or noun. Here Such as is the correct usage. When we want to give examples, we always use such as and NOT "LIKE".

E) INCORRECT - Incorrect modifier - "like an expert, to be used ...", also the last part of the sentence is unidiomatic - "whether to authorize a loan or not, or the like....". Whether is used as - Whether X or Y.
