The park rangers discussed measures to prevent severe wildfires, which would be devastating to it.

My book says that in this sentence in phrase 'the park rangers' park is acting like an adjective.
Can some one please explain?

rangers is the subject/ noun here.
park is describing it.adjectives and gerunds describe nouns.

park is an adjective usage here.
