How is GPA evaluated if I transferred to a university

Hi there, I had studied first two years at a community college in order to save money, then transferred to a public university for my last two years of study. My GPA at the community college is around 3.1, and my final GPA at the public university that I graduated from is 3.6 (on the final transcript only the 3.6 GPA is showing). So when I apply for a school how should I report about my GPA? 3.6? or do I need to average the two? I'm also curious how will the admission team evaluate my GPA, does the admission team only look at the GPA on my final transcript of the university I graduated from (which is 3.6 in this case)?
