GMAT - 730
Age - 31 now. Time of matriculation - 32
Schools - Top 25 - Duke, Kelley, Emory, UCLA etc
Yrs of exp - 9
Undergrad GPA - 2.8 downward trend from a top 10 engineering program
I am concerned if I am too old to pursue a MBA now. Should I instead look for European schools?
At 32 what schools can one aim for? Am I late for a FT MBA?

nope--your target schools are all old-folk friendly.
I was 31 when I matriculated at Duke and I had a classmate who was 51. Just be prepared to demonstrate some impressive career achievements.

oh--and the upshot is, you don't have to worry about your GPA--they are not nearly as concerned with it so far back in your history. Plus top 10 engineering they know means lower GPAs.
