I'm not expert, but I've been through a few websites for different MBA schools, and found out it really depends on the school, even though most schools would waive TOEFL if you:
1. The college you attended is in a country where English is native language
2. The language they used in school (class lectures, etc) was in English.

Again, it varies from school to school, so best check the school websites.

Every school has their own regulations, so you need to check case by case, but usually it works as so: "If you attended an English language university where English was the ONLY language of education" Then you no longer need to test. But check on a school by school basis.

Check to make sure but I do not know of a school where the TOEFL is required for candidates applying from schools at which the only language taught is English. Also, schools know that English is an official language in India as well.
