Top 10 in a Specialty

Hi all,

I'm in Georgia and will be applying to some part-time MBA programs in the Atlanta area next year. Georgia Tech and Emory are the most presigious overall (and costly) that the area offers. However, I'm leaning towards an information systems concentration and Georgia State University actually ranks #10 nationally in this program, according to US News and World Reports. That's just one notch below Stanford and several above Georgia Tech (the #4-ranked graduate engineering school).

Now I've seen many people say that the top-10 programs provide the best ROI. Would this likely be the case with a top-10 in a specific area of concentration?
