Dominican Profile Evaluation! PLEASE!!

I'm from the Dominican Republic and I'm currently finishing a BS in economics at PUCMM (Santo Domingo). I'm very interested in studying in the US, but I'm a little worried because of my GPA (3.1). I want to do a M.S. in economics in Texas (the closest from Dallas, the better...). I've seen many universities: SMU, University of Texas at Dallas, at Arlington and at Austin. Although the latter is far from Dallas, I'd like to know my chances in getting accepted cause I really liked their program and is very well ranked. What are my chances in getting accepted in the Southern Methodist University (SMU), UTD and UTA?

Some extra information:

* I have an internship in the Central Bank of my country.
* I'm currently taking a ''Diplomado'' in econometrics and later I´ll be taking another in mathematics for economics and finance (I'm not sure what's the equivalent for a Diplomado in US, maybe a Certificate or an Associate).
* I'm studying as hard as I can to crack the GRE.
* I'm teacher assistant in a macro and microeconomics class.
* My GPA is that low because at the beginning of my career I did pretty bad. My GPA has been improving from 1.9 (Not 2.9, but 1.9!!!) to 3.1. In highschool, we didn't use the GPA method, so it was completely new for me.

I see this is a website for b-schools but I couldn't find the right one for my case. I hope you can help.

First a few questions: Is the "diplimado" separate from your undergraduate studies? What are your grades in that program? If you started out with a 1.9 and now have a cumulative GPA of 3.1, your grades must have been very high at the end. Were there extenuating circumstances that caused the low grades or just immaturity?

The ''diplomado'' is totally separate from my undergradute studies. It lasts 6 months and it's been only 1. We haven't been evaluated, so no grades yet. There hasn't been extenuating circumstances for my low GPA at the first of my career, I was very inmature and that's the only truth. I wasn't as passionated as I am now about economics. Another reason is that in high school we didn't use the GPA methodoly and so it was completely new for me when started college.

What are my chances to be accepted in the Southern Methodist University (SMU) as well?

A lot will depend on your final overall GPA and your GRE. If you end up at 3.1 overall and you have a score that is competitive or better than competitive for the economics department at SMU, then you will be an competitive applicant. If your overall GPA and GRE are below average, then you become less competitive. The bigger the gap between your qualifications and those of accepted applicants, the less likely your acceptance.
