Concerns have led is not needed /serving is wrong to serve is correct

concerns about <> led to construction of swer systerms to serve boston

Between A and B

A. Concerns about public health led to the construction between 1876 and 1904 of
three separate sewer systems to serve
B. Concerns about public health have led to the construction of three separate sewer
systems between 1876 and 1904 to serve

A. to the construction between... three seperate is akward

I choose B (eventhough have it in is not required)

can some expert comment.

Construction of Sewer systems between X and Y is more clear than concerns led to construction.....
