I think the answer should be A.

1/(a-b) < b-a

Statement I

a < b

From this we get

a-b < 0
b-a > 0

Therefore 1/(a-b) is negative and b-a is positive

Sufficient.

Statement II

1 < la-bl

1 < -a+b---------I
a < b

1 < a-b-----------II
b < a

When a<b, 1/(a-b) is less than b-a
When b<a, 1/(a-b) is greater than b-a

Insufficient.

Hence A.
