------ the word does not parallel with entering. entering = infinitive. disadvantaged = past.

(C) liable to be severely disadvantaged and cannot often
------ changes the meaning. liable = responsible. the president is not responsible.

(D) liable that he or she is at a severe disadvantage and cannot often
------ changes the meaning. liable = responsible. the president is not responsible.

(E) at a severe disadvantage, often likely to be unable that he or she can
------ suggests a definitive, whereas the actual sentence is "likely"

B
disadvantaged : changed meaning.
disadvantaged means : marked by deprivation especially of the necessities of life or healthful environmental influences

C , D, : changed meaning with liable
E: wordy, changed meaning
