The question is perfect for TESTing VALUES.
Normally, I would test the number 100, but since this question asks us to deal with percents OF percents, I'm going to use 1,000.
Total students = 1,000
Total males = 480
Total females = 520
Males over 25 = 40%(480) = 192
Females over 25 = 20%(520) = 104
Total People OVER 25 = 296
Total People UNDER 25 = 1000 - 296 = 704
Probability of randomly selecting a person under 25 = 704/1000 = [spoiler]70.4%[/spoiler]
