This is an GMAT prep question. I am confused on how can a sentence have but also construction without the not only counter part.

Answer A is grammatically incorrect - the second verb "gave" should not be in the past form, the correct form would be "give."
In answer B the subject "it" is missing after "but".
Answer C is incorrect grammatically - the first part of the parallel structure "not only" is missing.
Answer D is correct. Although it might seem that the first part of the parallel structure "not only" is missing, this is not true. The sentence is correct because it combines two facts which are in contrast. The structure "not only...but also" is used to list two items which ARE NOT in contrast.
e.g. He not only studied many hours but also did many simulation tests.
Two positive actions are listed together in the above example.
In sentence D one effect is positive but the other is negative. Therefore, the structure "not only ...but also" should not be used. Instead we have "but" which expresses contrast.
Answer E is incorrect because "also" is missing and, moreover, it is illogical.
