1. If we assume that the rectangle is a square, each side would be 36/4 = 9 inches. Now if we increase the length of the one side, we need to decrease the length of another side accordingly. The longer side, therefore, will be longer than 9 inches, and thus the only answer that does not work is A

2. The area of the entire shape is b. Since it's a square frame, each side of the frame is [spoiler]sqrt(b)[/spoiler]. Now each side of the picture would be equal to [spoiler]sqrt(b)-2a (the width of the frame on each side)[/spoiler]. Total perimeter of picture is [spoiler]4(sqrt(b) - 2a) = 4sqrt(b) - 8a[/spoiler]
