D makes it wordy and C is simple concise

1) Ken charges three times the price of what others charge.
2) Ken charges three times the price that others charge.

price of must be followed by a thing.
what others charge is an amount.

So price of what others charge is illogical in that in means price of an amount.

2. corrects this by using relative restrictive clause beginning with that to modify price.

Q) Ken charges three times what price?
A - Three times the price that others charge.
