i spend more than 4 minutes in this question during the question and then realized that's it is too tough for me. :D

At a speed of V, distance moved in a second is V, and for this to be not breaking rules

V ≥ D

Or V ≥ V^2/100 + 9

Or 100 V ≥ V^2 + 900

Or V^2 - 100 V + 900 ≤ 0

Or (V - 10) (V - 90) ≤ 0

If I were to find an answer to the presented question only, then I won't involve myself in tedious inequality solutions, choices suggest V is [spoiler]90, that's all.
