Those who are good at conversions need not to worry much about such situations on test as they provide the conversion hint to the physical units that are not very common on GMAT.

Anyway,

1 mm = 1/1000 m

therefore

1 mm^3 = (10^-3) ^3 m^3

and therefore

1.46 mm^3 = 1.46 × (10^-3) ^3 m^3

= [spoiler]1.46 × 10^-9 m^3[/spoiler].
