Statement 1:

If y = 4, y^3 IS NOT divisible by 9
If y = 36, y^3 IS divisible by 9

Insufficient.

Statement 2:
If y is divisible by 6, this means y contains at least one factor of 3. Therefore, y^3 will contain at least 3 factors of 3 and will be divisible by 3^2.

Sufficient.

Choose B.
