I guess answer is E.

1) Z< 9. Not Suff

It can be any value less than 9 but still the given equation zt < -3 holds good if t is less than 0.

2) t < -4. Not Suff

If t is less than -4, Z can be any value greater than 0.

Together we cannot be sure if Z can be less than 4.
