No belts club claim that it is sole responsibility of each driver to use or not use seat-belt and they want to change the law that compels seat-belt use.The first step is to allow some drivers drive without a fastened seat-belt.Research indicates that most mothers usually drive within 20 miles from home- to supermarkets and churches.Seat-belt use makes mother nervous as they are often running late.Therefore, mothers driving within 20 miles from home should be allowed to drive without their seatbelt on.

Which of the following ,if true, should enable mothers drive without their seat-belts on?

A. It is important that mothers driving close to home stay as calm as possible to drive safer.They are usually nervous, so they should be allowed not to use their seat-belts, but their passengers must wear seat-belts.

B.Mothers driving within 20 mile range from home usually drive no faster than 15 miles per hour and are statistically more cautious in their driving than business people

C. Driving without seatbelts on is dangerous on high speeds.Mother oftentimes drive slow enough not to injure themselves in case of an accident

IMHO, (E).

A. It is important that mothers driving close to home stay as calm as possible to drive safer.They are usually nervous, so they should be allowed not to use their seat-belts, but their passengers must wear seat-belts. --> Does not add any point to support the argument. Has lot of advice to offer. No.

B.Mothers driving within 20 mile range from home usually drive no faster than 15 miles per hour and are statistically more cautious in their driving than business people --> Statistically more cautious. Ok. But are they able to avoid accidents? Inconclusive.

C. Driving without seatbelts on is dangerous on high speeds.Mother oftentimes drive slow enough not to injure themselves in case of an accident. --> point here is not about the injury but about the accident.

D.Statistically, 80% of all car accidents happen within 20 mile range from home. --> Great. But how does this help mothers?

U picked the best of lot.
But my question is, how can we assume 5 miles is safer w/o seatbelts? It took more than 3 minutes , with all (unwarranted)assumptions to pick E. These kind of questions are expected on GMAT? Experts any comments?

I also wonder how the OA is Op E..

We need a reasoning for this:

Which of the following ,if true, should enable mothers drive without their seat-belts on

The reason or option should include all mothers not some mothers...

Op E:

75% of all driving mothers do is within 5 miles from homw and only 3% is farther than 20 miles.Therefore, they do not use highways, the most risky place for not using seat-belts

the part in bold suggests that for these mothers the seat bely rule must hold...means some mothers should wear seat belts...hence...i feel this option is incorrect...

Wats the source of this question????

Well i think we can work out the elimination process here:
A. - Puts up another clause, however does not help[ in justifying why mothers should not use seat belts.
B. - the comparison is with business people, which is not required.
C. - they want the mothers to have accident, but avoid the injury. Wierd
D. - Against the question

I think it lefts us with option E
