In order to evenly and effectively paint a rough surface, it is necessary to sand it and apply primer before applying the paint .

(A) it and apply primer before applying the paint
(B) it and prime it and paint it
(C) it, then prime it, then paint it
(D) the surface and apply primer before you
apply paint to the surface

A is better and concise.

B-- in order to evenly and effectively paint a rough surface,we need to sand it and apply primer.Applying paint is not a part of this.

C &E --This sentence is awkward and wordy.

D--First part of the sentence is Indirect and second part of the sentence is Direct.

See the following sentence:

In order to write a good book, an author has to collect data from different source and then write the book.

Analysis:

Objective: Write the book---> It has been mentioned at the beginning "In order to write"

The last part of the sentence, and then write the book, is not required to mention. It has already been mentioned.

Now, come to the sentence:

The same rule can be applied in this sentence.

In order to paint ..has been mentioned at the beginning, so we are not required to mention "paint it" at the end.

--> This eliminates B,C, and E.

The use of "the surface" in B is redundant because "it" clearly refers to "surface".

Answer is E.
