Country A recently broke off diplomatic relations with country B when it was reported that country B had been running a covert intelligence operation within the borders of country A. While a spokeperson for country B admitted the charge, the spokeperson said it was a common knowledge that all countries do this, and that country A was no exception.
What inference can be made suitably out of the above argument?
A The spokeperson for country B claims that country A engages in intelligence gathering too.
B Because all countries engage in this practice, country A’s outrage was disingenuous.
Pls explain me this question.
AM I inferring too much?

It's better that you post all the options as it would help others a lot
Rule of inference, infer as minimum as possible.
The answer should be B as it infers the least.
