The United Nations passed a resolution that would encourage banks to make micro-loans to citizens in developing countries and if borrowers failed to repay the loans they would be compensated.


if borrowers failed to repay the loans they would be compensated


failing to repay the loans would result in compensation for the banks


compensate banks for loans that borrowers failed to repay

2 actions described- WOULD ENCOURAGE and COMPENSATE - they should be parallel

A: WOULD ENCOURAGE ...would be compensated (IMO this is fine); problem is THEY - it could refer to BANKS/LOANS/COUNTRIES

B - WOULD ENCOURAGE ..failing (not parallel)
D - WOULD ENCOURAGE ..compensating (not parallel)
E- WOULD ENCOURAGE ..banks to be compensated (not parallel)
