The United Nations passed a resolution that would encourage banks to make micro-loans to citizens in developing countries and if borrowers failed to repay the loans they would be compensated.

2 actions described- WOULD ENCOURAGE and COMPENSATE - they should be parallel

A: WOULD ENCOURAGE ...would be compensated (IMO this is fine); problem is THEY - it could refer to BANKS/LOANS/COUNTRIES

B - WOULD ENCOURAGE ..failing (not parallel)
D - WOULD ENCOURAGE ..compensating (not parallel)
E- WOULD ENCOURAGE ..banks to be compensated (not parallel)
