in my opinion the correct answer should say that the new plan will not halt the plundering of plants but insted help in the plundering.

choice e clearly suggests this point by saying that the new plan by deacreasing the sales of the wild plants will ultimately hinder the development of the method which will help to cultivate wild plants at low costs.
