The controversy has divided the Senate, caused strains in the commission, and provoked public charges by industry officials that the banking chief is overreaching his authority and private complaints that he is "reckless" and "stubborn."

Parallel parts are
The controversy has -
1. divided the Senate
2. caused strains in the commission
3. ,and provoked public charges by industry officials

above three are parallel part.

now 2nd parallel part is
overreaching his -
1. authority
2. and private complaints that he is "reckless" and "stubborn."

Think of choice E as a list of items with sublists. Something like this:

The controversy has:
1. divided the Senate
2. caused strains in the commission (and)
3. provoked:
  • 3a. public charges... that the banking chief is overreaching his authority (and)
    3b. private complaints that he is reckless and stubborn
As in any list, items 1, 2 and 3 must be parallel, as must be a and b. Hope the parallelism is clear now. :)
