IMO E as well...

Stmt 1 -

2x-2y = 1

=> x - y = 1/2

Let x = 1, y = 1/2 => x-y=1/2, both x and y are positive.

Let x = -1/2 , y= -1 => x-y =1/2 both x and y are negative.

Insufficient

Stmts 2 -

x/y>1
=> x > y

x = 2 , y = 1 both are positive.
x = 2, y = -1, x is positive and y is negative

Insufficient

Stmt 1 and Stmt 2 -

Same example as in stmt 1

Insufficient

(C)

x-y = .5
x = y + .5

x/y > 1
(y+.5)/y > 1
1 + .5/y > 1

Hence y > 0, then x > 0 also
