From 1
if no of chairs in each row =n
and no of rows=n-1
Then n(n-1)=72 gives n=9
So 1 only is suficient

From 2
2*n=18 (coz we have removed one chair)
So n=9
THerefore we can still find the no of rows and chairs

Hence 2 is sufficient

Thus we can find the answer using both statement alone
