projects as diverse as X and Y

A/B - constructing not || renovation
D - construction not || renovating
E - giving importance to money rather than the project themselves.

IMO C.

We're comparing the diversity of two public projects, so those projects should be parallel.

A--"constructing" and "renovation" are not parallel

B--same as A

C--"construction" and "renovation" are parallel.

D--"construction" and "renovating" are not parallel.

E--"$1.4 billion" and "$5.5 million" are parallel, but we are supposed to be comparing "public projects as diverse," not the funding for those projects.

IMO (C)

Why ? Isn't it apparent ? It boils down to Active vs Passive !

(C) is active, (E) is passive - GMAT prefers active !
So, (C) is the OA.
