IMO B because we can use WHICH and slowing is correct

"weather," can only be followed by modifiers --> c,d and e are eliminated

choice A : "which" cannot modify Ohio region

--> b is the answer

why can weather only be followed by modifiers? isn't that whole next clause modifying weather?

A, C and D are wrong coz which should not modify Ohio
E is wrong coz of "and slowed"
