The recent surge in number of airplanes flights has clogged the nation's air-traffic control system, to lead to 55 percent more delays at airports, and prompts fears among some officials that safety is being compromised.

(A) to lead to 55 percent more delays at airports, and prompts
(B) leading to 55 percent more delays at airports and prompting
(C) to lead to an increase in delay at airports and prompt
(D) to lead to an increase of 55 percent in delays at airports, and prompted
(E) leading to a 55 percent increase in delays at airports and prompting

I wonder, why choice (B) is incorrect.

55 percent more delay simply means - longer duration of delay whereas 55 percent increase in delays refer to increase in the number of flights getting delayed, which is what we need for this sentence to make sense.

Getting defeated is just a temporary notion, giving it up is what makes it permanent.

in fact if you take a closer look at the OG12 options

B leading to 55 percent more delay at airports and prompting
E leading to a 55 percent increase in delays at airports and prompting

Delay vs delays could also be a reason ?? plural form will be more apt here. Hence u can choose E

If option B really said "delays" instead of "delay", then it would be factually correct and thus the most concise option.

But because it doesn't do so, E is the best choice here.
