OG10- qn no 212- experts help reqd

The Baldrick Manufacturing Company has for
several years followed a policy aimed at decreasing operating costs and improving the efficiency of its distribution system.

(A) aimed at decreasing operating costs and improving
(B) aimed at the decreasing of operating costs and to improve
(C) aiming at the decreasing of operating costs and improving
(D) the aim of which is the decreasing of operating costs and improving
(E) with the aim to decrease operating costs and to improve

In this qn, the correct answer is A, in Ans choice A the policy is aimed at decreasing .. & improving.

My doubt is why the answer choice E is wrong, it states that the manufacturing company followed the policy with the aim to .......to improve.

The meaning in both answer choice is different and in this circumstance how we can identify the intend meaning of the author.

In this sentence the meaning of first answer choice A is that poilcy is aimed to decrease.. and to improve. In the answer choice E the meaning is the company followed the policy with the aim to .......to improve.

Whether the answer choice E is grammatically wrong.

Aim to -- try to. It means trying to do means experiment.

Aim at - target at/Goals are .

Aim at is appropriate for this statement.

Any Sentence construction with 'preposition + noun + participle' is avoided in GMAT.
e.g. With child-care facilities included (with - preposition, child-care - noun, included - participle)
Infinitives like 'to include', 'to implement' etc. are wrong on GMAT. Instead use, 'implementing', 'including' (Which are known as Gerunds) etc.

So here for the above reason E is wrong construction.
