SC problem

Hi, Below are two SC related questions, could anyone please help me out.
1)The possibility of massive earthquakes are regarded by most area residents with a mixture of scepticism and caution.
B. is regarded by most area residents with
C. is regarded by most area residents as
D. is mostly regarded by area residents with
E. by most area residents is regarded with
the book said the right answer is B however as far as i know the right idiom is "regarded as"

2) i have read that on gmat the following rule is always right
One of the noun + that/who + plural verb. For example: 1)this is one of the cars that belong to him 2) He is one of the students who study here.
But according to one question in Pearson guide to mab edition 2 " He is the only one of the men who is making the survey". Is "is making" the right verb. though my ears said "is making" the right one but what about the rule?

"Regarded as" is the correct idiom when you want to refer to something and say how it is PERCEIVED.
e.g. Red cars are often REGARDED AS more attractive.

The sentence you have posted speaks about the feelings of residents and not HOW they perceive the possibility of earthquakes.
Compare:
The young man came had no known relatives and was regarded with suspicion.

As to your second question, the example you give does not follow the pattern of one of X that + plural verb because in your example the phrase used is "the only one" and thus the verb refers to this phrase and not to "the men."
