Think about it this way:

The price that John charges is Rs. 10.

Peter charges three times the price that John charges.

So, that, as used in C, is the most appropriate usage.

yup I agree with Education Aisle.........."that" refers to the price and is most apt here..........we dont need comparison over here ,therefore,usage of "as" and "than" is not correct

Thanks for the reply....Actually i came to decide b/w than and that...But i thought usage of that preceded by comma is wrong and ignored it. (I thought comparison needed and the perfect comparator is than so i kept than here)

Hmm...well the comma that you see is not a comma before that; it is a comma after the non-essential phrase per milligram.

Take an example:

It is apparent, then, that luck had a big role to play in all his success so far.

then in the above sentence, is a non-essential, and the core of the sentence, as shown below is without the comma before that:

It is apparent that luck had a big role to play in all his success so far.
