B is right - "in which" is fine here. The images are enshrined in the temples.
You could also use "where" in place of "in which" here, because you could be talking about the physical location: the temples.
Notice that they only give us "in which" for this one, not "where" - they can't give us two right answers, right? Just remember that you can sometimes interpret things in multiple ways. In this case, we can also use "in" because the images are in the temples.

They can refer only to Budha images.
a) artistians' is in possessive form.
b) temples modify 'decoration'
