In City X, a television ratings service estimates that the number of televisions tuned to a certain program represented 44 percent of televisions turned on at the exact time the program was aired. How many televisions in City X were tuned to this program?

(1) There are 1,000,000 televisions in City X.
(2) Fifty-six thousand televisions in City X were turned on but not tuned to the program.

Question is asking how many of the TVs which were on were tuned to the program

(1) There are 1,000,000 televisions in City X.

This does not indicate how many of the TVs were on so
INSUFFICIENT

(2) Fifty-six thousand televisions in City X were turned on but not tuned to the program

We know that 44% were tuned to the program, so 56% were not.
56,000 = 56%, therefore 44% = 44,000

SUFFICIENT

B is sufficient to answer this one.

In B we know the number of television that were turned on but not tuned - I am guessing it means the 56% which were not tuned to this program...

By this we can calculate the figure

My only doubt is whether there we more than 56000 televisions tuned into some other programs....that it would not work

My doubt is that statement B says 56,000 of the televisions were turned on but were not tuned in to the program.
Let the total number of TVs be x

44%x TVs were turned on and tuned to the program.

From the remaining 56%x TVs how do we now how many were switched on and how many were switched off.
We know that 44% were tuned to the program, so 56% were not.
My basic question is 44% of what? were tuned to the program.

I know its a silly doubt but I can't seem to figure it out.
