The airline industry is cutting its lowest discount fares more widely, more substantially, and earlier this year than it normally does at the end of the summer, a time during which travel usually decreases and the industry uses some lower fares for the attraction of passengers.

IMO C.

What's wrong with C. I guess it is the participle but the word therefore gives a good emphasis.

IMO D

Reasons:
1) It uses 'WHEN' when referring to a particular time (end of summer).
2) Parallelism maintained in a concise manner (decreases...and uses...). No extra words required.
3) 'To attract' is better than 'attracting' especially when VERBing is not required.
4) 'Therefore' in other choices seems too awkward.
5) '...lower fares attracting passengers' in choice C seems like a consequence of some action. But the original sentence is a general statement about airline industry and it not depicting any consequence of any action.

Therefore D. Let us know the OA soon.

besides the difference between "for the attraction of" & "to attract",
What's the difference of "during which" and "when" in here? Are they interchangeable?

"during which" refers to a time span, am I correct?
"when" refers to a time?
