Let no. of packages of blue bar = x and black bar = y, hence no. of blue bar = 2x and black bar = 2y as package contains 2 bars.

We need to find x?

Stmt 1: Alex bought 1 fewer package of blue bars than black bars

x = y -1

To get x we need 1 more eqn.

Not suff

Stmt 2: Alex handed out the same number of each kind of bar

2/3*2x = 3/5 *2y

Not suff

Stmt 1 & 2:
We have 2 eqns
x = y-1
2/3*2x = 3/5 *2y

Suff
