Statement I - Product of any two numbers is 0

Let us take a list of 3 numbers where the numbers are 0, 1 and 0. (The question does not say that all the numbers are distinct)

So, the product of any two numbers in this case will be 0 but all the numbers in the set are not 0.

Hence, this statement is insufficient.

Statement II- Sum of any two numbers in the set is 0

This can only happen if all the numbers in the set are 0.

Hence statement II is sufficient.

Hope this is correct!
