confusion with Modifier placement

A collection of 38 poems by Phillis Wheatley, a slave, was published in the
1770's, the first book by a Black woman and it was only the second published by
an American woman.


Can some body please let me know the underlined portion is right or not and which noun it is modifying and how.

it is a bit confusing here, this would be better:
