GMAT Prep - Tiger sharks in Tenare island

Tiger sharks are common in the water surrounding Tenare island. Usually tiger sharks feed on smller sharks, but sometimes they have attacked tourists swimming and surfing at beaches. This has hurt tourism industry, which is second only to its fishing industry in annual revenues. In order to help the economy, therefore, the mayor of the island has proposed and ongoing program to kill any tiger sharks within a mile of the beach.

Which of the following, if true, most strongly calls into question the likelihood that implementation of the mayor's proposal will have the desire consequence?

A. Even if not all the tiger sharks that come to the beach are killed, the existence of the program would reassure tourists.

B. Business owners who depend on tourism are willing to pay most of the cost of implementing the program

Could you please explain the reason?

I'm quite confused here. If tiger sharks are killed, amount of small sharks as well as fish that small sharks feed on should increase as theire natural predator are killed. So this should be benefit to fisheries industry of island and the mayor's plan will yield the desire consequence.

One more thing, how can I put spoiler in? :)

You are on the right track... just missing one thing...

Tiger sharks are killed --> Smaller sharks will increase-->>This will decrease the number of fishes that are commercially important to the island's fisheries. (smaller sharks feed on them thus their number will decrease)

Thus,

T. Sharks decrease-->smaller shark increase-->>other fishes decrease..

What was in my head when i thought that smaller shark increase ---> other fishes increase...
