IMO D.

The argument goes like this. The number of truckloads of refuse should be halved to generate the half of the residual ash after incineration. So there is an unstated assumption which says that truckloads relate to residual ash.

Going by the answer choices, D provides a direct relation between these two factors.

See the pattern......conclusion talks about truckloads.......and the only option that talks about truckloads is D.

It is D.

The objective is to reduse the amount of residual gas to half of last year.

This can be achived if per truck waste collected by city S produces only half portion of residual gas.

In D, "the resudal gas produced per truck is less than that of last year."
